I’m using Dorico 3.5 in French and I noticed the playing techniques are all in English (form what I remember it was not like that in Dorico 2 or 3). Is there a way to make it in French?

No, playing techniques are not localised at the moment (and never have been). You can translate them into French yourself as needed by going to Engrave > Playing Techniques and providing French words for them, then saving them as defaults for future projects if you wish.
