Layout and Project tools grayed out in Score Editor

I created a midi track and manually transcribed notes into it using the score editor. For some reason, the project and layout symbols are greyed out, for example, I can’t add first/second ending symbols in the layout layer.

What am I missing?

Those are only available in Page mode (Scores menu).
