Layout options - system-attached items and instrument order

I need some help solving a couple of layout issues.

I have a score with multiple flows. For the most part, under Layout Options → Staves and Systems, I can set system-attached items to appear above Reed 1. However, there are some flows in which Reed 1 is tacet. As these Layout Options are not flow-specific, how can I make system-attached items (metronome marks, tempo indications, tempo changes, etc.) appear in flows where Reed 1 is absent?

A small number of flows also use a much-reduced pit band. One, for example, is scored for voice and guitar only. The guitar normally appears above the vocal staff in the score, but how can I change its position for just one or two flows so that it appears below the voice? I’m familiar with the custom player order functionality in Layout Options → Players, but that applies to the entire layout and is not flow-specific.

In Layout Options you could tell to show system attached items above the first instrument in the woodwind family

Maybe use two players? Guitar above for most flows, Guitar below for the exceptions?

In the voice-and-guitar flow, selecting the option to show system-attached items above the woodwind family, as you suggest, causes the metronome mark and tempo changes to appear correctly. What puzzles me is why this should have any effect when there are no woodwind instruments present in that flow.

I’m clearly missing something…

Excellent idea, Ton - thank you. An added benefit is that I can use a different VST instrument for some of the flows, as I’m not sure there’s any other way to change this on the fly.
