Adding another note makes the ledger line longer;
I think the other program is wrong.
The C# stands alone. The ledger line is extended when you add the D because the D itself needs a ledger line.

Yes, you (and Dorico) are most likely correct. I was just used to the “old” program’s look that it looked strange to me.
