Is the behavior of the left and right arrow keys still open for discussion? There’s literally never a scenario in which I want left or right movement to move to a different staff.

It’s been discussed ad nauseam, and the team is well aware. They’re going to change the behavior when they have the time for it, especially in Write mode

Only in Write mode. The current navigation behaviour will be retained in Engrave mode, because it allows you to move to any fragment of any item without reaching for the mouse.
