What version Cubase do you have.
Elicenser service has closed down, Cubase 12 and later is licensed with activation manager.
If your elicense is on a usb dongle it will still work, if it was a soft elicenser, it cannot be re-activated but if it was registered in MySteinberg it can be updated to latest release.

Usually you can buy the update on the official Steinberg Website, however I’m not sure if it will be possible to do the checkout due to payment sanctions.
