hi there I am currently, using cubase 5, my friend has now sold me his license for 7, can someone please tell me how do i transfer the license for 7 that i bought and putting that on my usb e licencer, also once i have this new license where do I actually download the Cubase 7 the program install file.

Generally you simply drag the license from the one USB eLicenser to the other via the eLCC software.
