Right-click on any Insert slot and disable the Show all available Slots for Inserets option.
to the best of my knowledge, the number of inserts displayed shrinks, according to what the longest insert “rack” is.
So, if you move the green pre/post fader lines higher up (along with the post fader insert fx) to eliminate all of those empty slots, the display should follow accordingly.

Because you have a post-fader insert in slot 15 on one channel. So Cubase shows 15 slots + 1.
Move the plugin and the green line above it up.

Since we’re at it…
Upon opening, the mix console looks like pic 1 (racks on top mix console on the bottom), disabling the racks will make it look like pic 2, if the window is manually pulled down it will then look like pic 3 (mixer only and space on the top to add another mixer window, for instance).
Is there a way to assign a key command to close / open all racks (hence reducing the window height) at once (from pic 1 to pic 3) thus sparing the time (hassle) to pull the window down manually?
In Cubase Pro you have 4 consoles at your disposal. You could set up one of them for minimum vertical height.

Yes, you can make a macro to do that by adding the racks you usually use as ‘Views: xxx’ toggle KCs in a single command, but that will have no direct effect upon the window height. To see the mixer with a reduced window height simply use a workspace.
