Every time I used the scissors to clip a midi file, the interface jumps to another location the moment the snip is made. Then I have to zoom out and find my place again. Does anyone know how to turn this “feature” off?

Do you sync your Lower Zone and Project window views? After the split, Cubase selects the right part (from the split). And then the Lower editor aligns so that you can see the beginning of the selected MIDI Part (this happens always when you select any MIDI part). Because of these 2 rules the view jumps. To prevent it, disable the view sync.
