See this thread, someone seems to have managed to install the discontinued plugins in version 12. Maybe it can work with version 13.

Mystic, Prologue and Specter not in Cubase 12

As I replied in another thread, if on Windows, you can copy the SynthEngine.vst3 from your Cubase 11 installation and insert it into the Steinberg/Cubase/VST3 folder. You will need the Cubase 11 licence probably, to be able to run them. This technique does not work with Loopmash though.
