Loudness

In the past, if I wanted my rendered files to look huge on a display I would turn up the volume as loud as possible with the basic theory of VU metering. 0 as a maximum enables the output volume to give the highest amount of display of dynamics in the audio content for the consumer. Now that there is a new way of measuring volume using the Loudness technology, EBU R128, is it still possible to keep my visual waveform at the maximum peak of 0, and have the average loudness at -23 LUFS? I have been thinking about how I can do this ever since I started using WaveLab8.
