How to make the M4A and MP3 files compatible with Cubase Elements 9.5? Should I convert them or what?

You don’t have to do something special. You can import them to Cubase directly.
I don´t think Cubase supports .m4a
You are right, m4a is not supported. I’m sorry.
Audacity does it for free, of course it´s an extra step
iTunes can convert M4A to MP3 as well
