I am very new to Cubase and this forum.
I installed Cubase LE 13 three days ago. After some trial, I found it useful, and wanted Maximizer plugin. So, I upgraded my Cubase to Elements. My expectation was that there should be Maximizer under Dynamic in VST effects list. However, Maximizer is missing.
Could you please tell me how to get Maximizer on my Cubase?
Any comments or advice would be very appreciated.
Thanks in advance.

Did you make sure that Steinberg Activation Manager (SAM) is now running the local Cubase Elements 13 license, instead of the Cubase LE 13 license?
(which should then be locally deactivated)
For if it still ran by the LE license, this would prevent Maximizer from showing up as an insert plug-in choice.
Hi @Markus_Leuthel ,
Thank you so much for your response and warm words!
I believe I did though Iβm not sure that I activated Element 13 license correctly. What I have done is, after I paid for Element 13, I entered the access code onto SAM. I confirmed Cubase Element 13 appeared on the left pane as well as Cubase LE 13. And then I re-installed Cubase LE AI Element 13.0.10 by clicking the button. However, I cannot see Maximizer yet.

Maximiser is a part of Cubase and will not appear as a separate item in the Download Assistant.
You will need to open Cubase Elements and create a project, in that project you will need to create a track (Instrument track is an example). Effects can now be assigned to this track as an insert or send effect. Maximiser should appear in the list of effects to assign.
It turned out that I had mixed up Steinberg Activation Manager with Steinberg Download Manager, and had not activated Cubase Elements 13 when I posted this thread.
