Engraving Options/Rests/Bar count for single bar rests

Don’t know why this doesn’t apply in both your cases (assuming they are in the same flow/document) but as Vaughan says, it is in Engraving Options.

Derrek, I would assume that the score doesn’t have multi-bar rests turned on at all.
