Is there any way to notate this, a 3/1 time signature across a barline , bar 60 begins with 4/2 (cutc)? I think about just inserting the 3 and cutc musical symbols as text and 2 hidden tuplets is a workaround.
And also a 3/1 time signature in one staff and with the same duration as 4/2
The rest in the second staff is a 3/1, there are other places which contain music.
Unfortunately I could’t enthuse the client for tuplet notation

Edit: I found a solution for the second problem, it’s the same as 2/4 and 6/8 simultaneously.

This is all a bit confusing. Why not just show the actual tuplets, which is what the notation means/implies/infers; and is much more useful to anyone reading it.

It is, indeed. My client wants a transposed version of the music in the same notation. He’s not willing to argue.
Is he expecting anyone to sing from it? 
I might be tempted to use independent metres, and remove the barline in the middle.
Yes, he is. It’s an ancient music ensemble, they are used to this notation.
