I tried to make a meter change to 3/2.
As you can see Dorico seems to think it is still 2/2 with only 2 half-note rests and if I add notes it still thinks 2/2.
How do I tell it to show the three half-note rest?

This sometimes happens when you change meters without Insert mode. To correct this, enter Note entry mode and position the caret at the beginning of the bar, hit Shift+B and enter +1h (h stands for half note). That will add an extra beat to that bar.

You can just type 1h, you don’t need the “+”.
