I am trying to create a pickup rest in the middle of a staff. I am using the Shift-B function (bar popover) and it creates the pickup bar, but there is a rest only in the bottom staff. I can’t figure out how to get it to show up in both staves. My example shows the original manuscript on the top and my Dorico file on the bottom.

Can you post a few measures of your Dorico file so we can see (and troubleshoot) the problem live?

Have you checked the Properties of the first note? Specifically the “Starts Voice” property?
Also possibly the Edit > Reset Appearance

Ah, sorry, I’m new to this forum and didn’t know about attaching the cut-down project. I have attached it here.
I tried to adjust the “Starts Voice” property, but it didn’t work. The Reset Appearance changed it to a 4/4 meter and didn’t add the rest.
You last rest was ending voice (I first disabled multi measure rests to check what was happening). I unchecked “ends voice”, and the 8th rest at 21 is now back.
