MIDI converter for groove agent 4 + MIDI foot pedal

hello there ,
I have a rolls rfx midibuddy mp128 midi foot pedal that only out puts program change messages but I need it to output midi trigger notes so I can trigger pads in groove agent 4 . Is there a good way to convert midi program changes into midi trigger signals .Can anybody recommend a good midi converter software / hardware ? Ive seen some software that works in ableton , where you can convert midi to keystrokes , program changes to midi cc’s and loads of stuff like , is there something like that in or for Cubase ?

Hi. Im havig the same problem with converting program changes to notes. I downloaded MidiOX but I dont understand how to use it .Lol. Where do I even start? any help would be greatly appreciated. If this thread is even seen? Lol.
