How can I Input a “more bar rest” in Dorico, that a number (i.e. 4) appears over a bar (where 4 bars break would be…)

You mean this?
Go to Layout Options–Players–Bar Rests. You need to make sure multi-bar rests are selected for that layout.
You don’t input it - it’s done automatically. Just leave those bars empty.
