I want to move the last two measures of page 11 to page 12, so the next song in the medley “There’s Always Tomorrow” starts on page 12, but when I chose “Move to Next System” in Engrave mode - whoops!
Select the barline and then click on “Create frame break”.
The easiest way is to select something in bar 125 and press . (period).
And it’s highly recommended to show the signposts – in particular system and frame breaks – while moving bars around.

I chose “Create Frame Break” in Engrave mode, but now the next page has just two measures. How do I normalize the amount of measures per page?
You have a frame break on p.12, and then another 2 bars later – so that’s exactly what Dorico did. If you delete the frame break on p.13, then more measures will flow backwards onto p.12.
