N7 to N10: Can't Import Key Commands or Presets

I’ve upgraded from N7 to N10. I’ve tried copying the custom xml files from the N7 Presets folder to the N10 but N10 won’t see them (although it sees my freshly saved xml user preset files). Also I tried importing key commands but it indicates that it’s not a valid key command file (and again there are freshly saved xml user key command files in the N10 folder).

I’m confused.

Copy the KeyCommands.xml file from the old preferences folder to the new one, please.

Cubase Preferences folders are:
Mac: ~/Library/Preferences/Nuendo X
Win: %appData% Steinberg/Nuendo X_64

The Import option in the Key Commands dialog is for an very old Key Commands file format.
