Wrote this VST3 plugin (Mac only) that is an “instrument” on MIDI track and there are lines from C0 to C1 to freely write the required messages. The presets can be saved and recalled. Network settings are for targetIP or broadcast-to-subnet. Have fun 
VST3 plugin location on mac is: ./Library/Audio/Plug-Ins/VST3/
