Newbie dumb question

Hi guys,

Can Cubase Elements 9.5 do time stretching? If so, what do I have to do to make it work? Basic steps, please.

Step 1: Select the “sizing applies time stretch” for the Object selection - tool
Step 2: Chose event and stretch by dragging lower right corner.
