I have put a support ticket about this issue, but until now, no response. I cannot use Cubase 3 PRO, because most of the instruments have no license. Please look into it.

Just as an info to you, this is a user forum and not Steinberg Support. So we can not look into your support ticket.
I assume you have Cubase 13 Pro (not Cubase 3), but you need to tell a bit more about your system, like operating system and version. Also what instruments are not licensed, do you have some examples.
How did you install Cubase 13 and all components, I guess via the Download Manager. Did you start the Activation Manager to activate your license?
Thank you for your answer. Yes it is Cubase 13 PRO, running on Windows 11 64 bit. I upgraded from Cubase 11 PRO, but activation failed. The support took care of activating Cubase 13 PRO, but after the update almost ALL my VST instruments did nog work anymore. HALION 6 and 7, The GRAnd 3.3 and a lot more. I was creating some music but now I cannot work anymore on Cubas.e
So the old licenses for Halion will be on elicenser…but C13 is on the new Steinberg licensing system.
Is the elicenser still connected and elicenser software installed?

OK, one after the other.
The first screenshot shows your eLicenser without the USB Stick connected, the second shows it with the stick connected.
You have a license for Absolute 4, which means you have your Instruments licensed via this bundle and it still required the USB eLicenser. If you want to have all these Instruments in your Activation Manager you need to update the license to Absolute 6, which is using Steinberg Licensing.
If you want to keep Absolute 4 and all Instruments in it, you can do it by connecting the dongle. It will still enable the old licenses.
I recommend updating your Absolute license, because when the eLicensing is shutdown you will Not be able to somit.

The Message with your Download Code is correct, that is a one time Code and you already used it, your Cubase 13 license is active

To add to the posts above:
- You have a license for Absolute 4 tied to your USB-eLicenser dongle. You must connect this dongle to your computer to use most of the content included with the Absolute VST Collection, unless you update to Absolute 6, as @JuergenP mentioned. Currently, this is the only version that supports the new Steinberg Licensing system!
- The plug-ins included with Cubase Pro 13 must be updated for them to be able to “see” your new license, since Cubase 13 doesn’t use the eLicenser anymore. Please run the Steinberg Download Assistant again, click the icon for Cubase Pro 13 under “My product downloads”, and download anything that doesn’t appear in Cubase.
I have Absolute 4. Can I upgrade to Absolute 6 for free through the download manager?
No, the update is not free. Absolute 6 is a complete new Release, but you get a Discount for upgrading from a previous Version.
I don’t know where you live, for me the Update price would be 199€.
