When I open Groove Agent or Halion Sonic by creating an instrument track in Cubase both plugins are not picking up any MIDI input, so I cant use my Rolland fp30x 88 note keyboard to record stuff.

Both Plugins work fine with my keyboard when I use them outside of Cubase.
When both plugins are opened in Cubase I can successfully generate sounds by using my mouse to play the virtual keyboard. However Cubase does not record these sounds at all. ???

Try setting the MIDI Channel on the Track to “Any” - right now it is only listening to Ch. 1 from your controller. (FYI the behavior of this setting changed between Cubase 12 & 13. The OP is using C13, so this only applies there.)
None the less, even with everything properly configured you need to have the Monitor Enabled for the Track to receive MIDI from your controller. If it is Disabled you will never hear anything when you play your controller - it is the on/off button for listening to a Track’s Input.
