Did you try to uninstall eLCC completely, please? Did you try to clean up Windows registry?
I also had this problem. And didnât find a solution on the internet. but then I turned on logging and saw before error: HardwareIDProvider_Win32::WriteHardwareID_02-> getHardwareID2Location C:\Windows\system32\audcon.sys
I just try delete C:\Windows\SysWOW64\audcon.sys, and launch eLCC Helper again and it worked.
My solution: Make sure to de-activate your antivirus software, before running elc installation helper!
After doing that the soft elicenser showed up and I was able to activate my license.

It solved my problem too! Thanx! Also file âaudcon.sysâ may be hidden as a system file, so you have to enable show hidden and system files in folders.

Thank you, this was definitely the solution, I appreciate it. I bought a Steinberg UR44C and upgraded to Cubase Elements, but when entering the code in the Download Assistant, it wouldnât let me proceed because it was asking for this license. I finally solved the issue. Thanks again.
