Yes, it is possible to place rests on those positions; and yes, those rests should be positions on even steps, so that the flag sits within a space, and the whole thing sits on a line.
However, outside the staff, you might want finer control.
If it is a common(?) rule only to use even steps inside a staff, then I think 0, ±2, ±4, ±6‚ ±8, ±9, ±10, … would be a good “rule” in Dorico, as Dorico often tries to include good notation tradition by default. However, I’m personally not convinced of odd steps.
I’ve never seen an “odd step placement” outside the staff. Would this be an acceptable notation?

I would personally always stick to even steps and would like to have a setting in Dorico that only allows even steps, to avoid any mistakes and reduce typing and clicking.
