I would suggest removing the VSTAudioEngine2 configuration files, as that will cause the audio engine to rescan the plugins. On Windows this is in

%APPDATA%\Steinberg\VSTAudioEngine2_64

and on mac

~/Library/Preferences/VSTAudioEngine2
