Will the Novation FLKEY 37 work with Cubase as well as the Launch Key 37?

Yes, both of them will work with Cubase.

Recently picked up one of these for my laptop and I really like it, works fine with numerous DAWs as a good controller. I haven’t tested every feature, YMMV, I don’t use all the integration crap, but as a basic MIDI controller in Cubase, I have nothing to complain about. I didn’t see any advantage to the FLKEY variant BTW, no idea the differences in the firmware for FL, I’d suggest sticking with the original Launch Key version. I’ve bought several Novation controllers and keyboards for the studio over the years, and I’ve been pretty happy overall for the money. I don’t think you can go wrong.
