Which function?
What changed is the way drawing the locator position works. If you place the cursor over the upper section of the ruler, (cursor changes to a pencil) you can draw any locator positions you want, reversed or not, while the lower section places the playback cursor.
If you press alt, you can then draw in locator positions with the cursor anywhere over the timeline ruler.
And there is still ctrl-click and alt-click anywhere on the timeline to place left and right locators separately.
