This would be great. Why isn’t it implemented in Cubase already? Is there a plugin you can put in at the end of the chain that does that?

No, it doesn’t work that way.
If oversampling is not natively supported by the plugin itself, it would have to be loaded in wrapper. It goes something like this:
- Audio at project sample rate
- Wrapper receives audio and up-samples it to a higher sample rate
- Plugin receives the audio at the higher sample rate and does its processing
- Plugin outputs audio at the higher sample rate to the wrapper
- The wrapper filters¹ and down-samples the audio back to the project sample rate
