When I press arrow down then the first frame is selected, when I press arrow down again the the second (underlaying) frame is selecties. When I press arrow up once then both are not selected. What is going wrong? I my opinion I can select frames using down and up arrow.

Both frames are located on the bottom of the page. Copyright show text in the middle, work number on the right.
For the first frame the height has a value and not the top, for the second (underlaying) the top has a value and the height not. What is the difference between them?
Edit: the constraints option on the left is very important. Disable one of them gives the possibility to change the height.
Since your copyright notice is unlikely ever to use the entire width of the frame, use the Properties panel to indent the copyright frame by ten units at each end. That will preserve the center position of the copyright notice yet give you the ability to click directly on the working number frame at the right.
The difference between the available properties for frames depends on the frame constraints set for those frames.
Frames that have both top and bottom constraints locked, can’t have a fixed height: their top/bottom distances from the margins determine their height, which can vary according to the page size (eg for full score page templates used in both A4 and A3 layouts).
Frames that have only one horizontal or vertical edge locked, can have a fixed height or width value. The unlocked side cannot have a gap set from the corresponding margin, because that gap will vary according to the page size.
For your overlapping copyright and work number frames: why not make the work number frame smaller, c half the width of the page? if it’s going to be right-aligned anyway.
Yes I make it smaller. But before I could do that I have to resize everything to could select the correct frame. Sorry to say, but this is not the most clear part of Dorico.
Aligning text in a frame to the bottom of the frame could be selected in ‘properties’ while other paragraphs options lives in other options. It would be better to make this more universal (also for new users).
