Panning-slot plug-ins can't be merged in from other Projects

I don’t get it.

So you say you can in fact create an empty (!) Project, import nothing but the audio track from my exemplary Project, and it contains the panning device as soon as you route it to an output bus? It literally_ never_ happens here (Nuendo 11 or 12, Windows 10 or MacOS 13.5).

That’s right. (Unfortunately, the capture software is not the best.)
