Paste bars with 2 voices problem?

I have two bars with first and second voice.
When I paste that two bars over two other bars with music then only the first voice is paste.
When I paste that two bars over two other bars without music or removing that, then the first and second voice are paste.

There must be something specific about the context in which you’re performing this operation that is preventing both voices from pasting properly. Can you attach a minimal example here so I can take a look?
