pedal up not crossing bar line to meet beat 1

I notice that in Sibelius when pedaling to the end of a measure, it takes the release all the way to the beginning of beat one of the next measure.

In my current setup, Dorico will put the pedal up right at the bar line instead of taking it to the beginning of beat one.

Why the difference? Is there a way to set it so that the pedal up goes to the beat one?

Dorico does this so that if you have a new pedal marking at the start of the following bar, the retake of the previous one is well out of the way by default. You can only adjust the position of retakes and lifts in Engrave mode.
