Either a bug, or I don’t understand what this is supposed to do. I enter this
Then I select the notes and pick percussion->change voice->extra upstream voice. I get this

What’s happening there is that the notes are being moved to the extra voice, but the tuplets are not. It’s definitely not what is meant to happen!
Fortunately, with the forthcoming improvements to the handling of rests in drum/percussion kits in Dorico 4, you won’t need to deal with this kind of situation in this way: you won’t need to use the extra voices in order to avoid padding rests in other voices: you’ll be able to remove those rests in just the same way you do on pitched instruments.
