A workaround would be to insert a Chord Symbol region in the Snare Drum staff, for those three bars, in Galley view (it will break the multi-bar rest, thought):

The multi bar rest must be retained.
Though I wouldn’t recommend it, a very tricky workaround would be to create a small bar (like 2/2,0.25) before bar 5, hide/remove the rests everywhere, enter a note for the snare drum in this bar, hide it, “hide” the barline, group this bar as pickup for bar numbering, choose this layout option:
and adjust everything (for every layout) in Engrave Mode/Note Spacing:

How do I hide the barline?
In your case, I think you could put a dashed barline and set the dash length to zero in Engraving Options.

Is there a reason to set the `rest` property globally?
I did that before changing the opacity of the rests that were not removed by Remove Rests, in order to change their opacity in the parts as well.
