Pitch bend wheel not working when using note repeat on keyboard or pads. I am using iPad 10th gen, OS 18.2.1

Welcome to the forum :beers:
You never mentioned the make of your midi keyboard, but I have the same issue when trying to use my Novation Impulse 61 keyboard, the pitch bend would not work at all, so I downloaded a free app called Midi Wrench and now the pitch bend works.
You just have to launch Midi Wrench and leave it running in the background whilst using Cubasis 3, it acts like an internal Midi link, it is also described as the Swiss Army Knife For Midi.
Give it a try.
