does anybody know if it is possible to change the pitchbend range of a VSTi in Cubase - or is this always dictated by the VSTi?

Yes, but some plugins may respond to this standard MIDI message. Use the list editor:
CC 101 = 0
CC 100 = 0
CC 6 = desired pitch bend range
You can also use MIDI Control (a MIDI insert) to do this.
You’ll have to insert this into every MIDI channel that needs its pitch bend sensitivity changed.
