The playback cursor does not snap to grid according to its setup when ‘Locate when Clicked in Empty Space is enabled’ and mouse is clicked in an empty space.
How to reproduce:
Click ‘Edit’ → ‘Preferences’ → ‘Transport’ and enable ‘Locate when Clicked in Empty Space’ checkbox
If not enabled, enable grid snapping by clicking on the ‘Snap’ button or pressing the key J
Click left mouse button on any are inside the track view
→ Result: playback cursor moves to the exact place where mouse button was pressed
→ Expected result: playback cursor snaps to the closest grid line according to the grid snap setting

Does having it work differently with regards to snap when done from the ruler or the track area have some benefit, or is being consistently inconsistent just a thing with Cubase?
This is a good hint, but it’s not enabled by default (at least in Cubase 13). You need to go to Settings → Tool Modifiers → Select Tool and add a modifier for Set Cursor Position
I added ctrl as the modifier, and now, it is even better than I expected. Now when I ctrl+click anywhere in the project window, the cursor comes there by snapping to grid irrespective of if it was an empty space or not!
When a modifier key is is used to set cursor position it snaps to the grid. It does not matter which modifier key you choose.
When the preference Locate when clicked in Empty Space is active, clicking without using a modifier key sets the cursor position, and does not snap to the grid
