Is there a way to place the playing techniques at the marked locations within a multi rest? Currently, I placed them at the beginning of the first bar. If placed within the multi rest, the multi rests become separated.

I don’t really see how you could do it any other way. As far as I know, a playing technique will always break a multi‑bar rest unless it’s hidden — for example, visible in the full score but not in the parts, but that’s the opposite of what you want. Same thing with text.
If it were divisi violins, you could perhaps set the instrument definition to “Vocal Staff” and take advantage of the automatic arrows, but since you’re combining two violins on a single layout, I don’t think it’s possible.
Is that method the best approach in the current situation?
I think so, yes. Doing it with lines would be more complicated and would require moving them in Engrave Mode anyway. Given the information you’ve provided, I think your solution is the right one.
Thank you for your answer.
