what happened to all the vendor folders in the plugin instrument lists
everything is now listed under " Other" or " Synth" ?

In VST2 the plugins are organized by folders out in the OS and that structure is reflected inside of Cubase. But in VST3 the plugin itself is supposed to tell Cubase what it is and Cubase will organize them based on that info (if provided). But that organization is just for the default collection that Cubase creates in the Plug-In Manager. You can (and probably should) build your own Collection(s) where you can organize them in any fashion that makes sense to you. You can even list the same plug-in in multiple locations (e.g. “Compressors”, “Waves”, and “My Go To Plugs”)
