Possible staff size change bug

I’m working on percussion book and using Dorico to create my music graphics.

I have a file with 40+ flows. The first 20 are exercises I need at the regular size (Size 3). The next 20+ I need slightly smaller. The instrument in question is a 5-line percussion kit.

I add a system/frame break, I right click on the signpost → Staff Size → Custom staff size → choose size 4… nothing happens.

I select a note on the staff, go to the Edit Menu → Notations → Staff Size → Custom Staff size → choose size 4… staff gets smaller.

If I click on the signpost → Staff Size → Choose 75%… staff gets smaller.

Changing the space size in the properties panel also works.

Just choosing Custom Staff size off of the signpost right click, does not seem to work.

I can confirm in Dorico 6.2.30. The same thing happens if you select a barline and right-click; I suspect the break is essentially the same thing as a barline. In both cases, if you choose a percentage staff size, only the first staff in the system is affected.
