I have some tracks that have varying tempo changes where some have long lead ups (say a measure of full dead air) and others have just a single beat. In the later cases, tempo changes may go from q=100 to q=125 during a drummers fill-in.
What is the best way to handle these sorts of changes so that the click helps out the musicians recording? Can the click be modified only for a measure, or a beat, to give subdivisions? How is that done, if so?

you can add a tempo track and create all sort of tempo changes, that shouldn´t be a problem.
When it comes to the metronome you can edit your active click pattern in the project (yellow arrow) or add click patterns to the corresponding signatures in the metronome settings (red arrow). Basically, you can add all sorts of subdivisions with ease.
Changing the metronome pattern while recording: you can manually change it while recording within the click pattern editor (first yellow arrow to open the editor and then the dropdown menu, green arrow) but there is no sort of automation for that as far as I know.
A different approach is to find a sound or two that you like for clicks and build your own customized click on an Audio Track. Then you can control exactly what happens for each bar. Audio Parts are your friend for this kind of work.
