I would encourage you, or anyone for that matter, to actually test it. It has nothing to do with any particular browser including preview. This changed when they added the auto scan upon opening Cubase.
Look at my illustration above. Find a folder inside User Content. Un-check a box. Re-start Cubase. The auto scan will re-check it.
This is a behavior change around C9. Prior to C9, this did not happen.
