The issue is that your Cubase Pro 11 license is not eligible for a regular update to Cubase Pro 13 as it is named “Cubase Pro 11 (Grace Period Eligible)”.
Being grace period eligible means that you can update for free and you do not need to pay for the update.
I’ll cancel the order for you and then, please take a look at this page explaining how to claim the grace period update:

I followed all the steps to verify my grace period, but the last step indicates that I will receive an email with my Download access code, but it never arrived. I also checked my steinberg activation manager and my mysteinberg web account, but I did not receive any download access code for cubase 13
Have you verified that you use the correct Steinberg ID email address?
Cubase Elements 11 is not shown in the previous screenshots but a Cubase Pro 11 license. Steinberg Download Assistant, Steinberg Activation Manager etc. should all use the MySteinberg account/Steinberg ID the USB-eLicenser and the Cubase Pro 13 license are registered with.
At least, I cannot find a Cubase Elements 11 related registration with the email address that you use here.
No, I only have cubase pro 11 (grace period). The previous screenshot indicates Cubase Elements 11 because it is a screenshot that corresponds to the instructions on the Steinberg page that you sent me in a previous comment. And yes, I bought only Cubase Pro 11 with this same email, and I have done all the procedures and steps with the same email.

Hello: I opened & copied a "Steinberg-Activation-Manager-Diagnostics_XML that I created when I could still open Cubase and ran it with Windows Power Shell(Admin) , rebooted an Cubase 13 pro stared up. I hope it works for all who have been having the same issue. Let us know on the Forum.

My licensing problem is that Activation Manager will not open.
Removing it and starting again simply repeats the same problem.

I just upgraded from Cubase LE AI elements to Cubase elements 13.
At least, I tried. But I can’t get the programm activated.
I have the e-licenser, but the Steinberg download assistent as well as the activation manager are also on my computer. I think I did the right steps. But it is not possible to activate.
There is a solution written in the article JuergenP also shows ‘Verification Pending’ Or ‘expired’ , but when I got to the sentence in the solution: * An eLicenser Control Center window opens. The Activation Code has been filled in automatically. → that is not the case, the activation code has not been filled in at all.
What is the right solution? Really need help.

First of all, please make sure, you bought the correct upgrade. You are mentioning:
But these are 3 different licenses. So, please, verify, which Cubase license exactly did you own. You can find it in the eLicenser Control Center (if your original Cubase version was Cubase 11 or lower).
I mean Cubase LE AI Elements 9.5. In the license center it says Cubase LE 9.5 but I have LE AI elements 9.5 registered and I use that.

If your license says Cubase LE 9.5, this is your license, you should upgrade from. In fact, you can ask for a free update to Cubase LE 13 and then upgrade from Cubase LE 13 to Cubase Elements 13.
Once you click on this, you get the About screen, which shows the exact edition (in your case Cubase LE 9.5).
Cubase Elements, LE and AI are the same executable file. That’s why you see it this way.
If you bought a wrong update, ask for the refund, please.
