The bar numbers are symptomatic of Dorico treating those measures as pickup bars. If you want to change the time signature and there’s already a subsequent time signature, Dorico will not move the position of the subsequent time signature unless Insert mode is turned on. This is why the second bar 13 not only has a weird bar number but also contains only four beats (as indicated by its rests).
However in this case you probably don’t want two 5/4 meters next to each other. Delete the second one, place the caret wherever you want the extra beat in that measure and type Shift-B 1q Enter to add the extra beat.
