Good, I do not handle (IOS), so I need a program (PC / Android) to make the formats (.instr) and another program to modify the (.obb)

The .instr format is a proprietary format of Music Studio, it cannot be edited by any other app or on a PC.
Unfortunately, only the iOS version of Music Studio features a sampler yet, which allows you to create custom instruments.
One used to be able to make instr files in imageline direct wave
I’m not sure if this is still the case.
