Previously if Q-Link was selected in the mixer window then when in the project window and selecting multiple tracks you could mute or solo then all simply by selecting the mute\solo button on one of the tracks.
Since V11 if Q-Link is selected in the mixer window when in the project window and selecting multiple tracks the mute\solo button only applied to the track it is clicked on. If you open the mixer window it then applies to all the selected tracks in the mixer window.

It still works this way here on my side. When Q-Link is enabled, all selected tracks get soloed/muted even if I click Solo/Mute button in the Project window.

Th only one, which come to my mind is Preferences > Editing > Project & MixConsole > Sync Selection in Project Window and MixConsole. I have tried to disable this, but it is still working here on my side.
Could you try in Cubase Safe Start Mode [Disable preferences], please?
Restarted cubase and now its working fine…hmmmm
