I have a condenser microphone Behringer C3 and card Steinberg UR22mk2, OS Win10. The output signal is very quiet both in DAW, and in OBS, and just without programs (phantom power is on, in the system all sliders are turned to max). Input and output device in OS settings is selected Line(Steinberg UR22mk2). Electric guitar plugged into the second jack produces normal, loud sound. Maybe you have encountered this?

The system sound control has nothing to do with the DAW normally.
